Special Regulations for Judging First Day Covers

Basic Judging Criteria

Article 1: Competitive Exhibitions

These Special Regulations have been developed to supplement those principles of the FIP General Regulations with regard to First Day Covers at APF Exhibitions. Also refer to Guidelines to First Day Cover Regulations.

Article 2: Competitive Exhibits

The First Day Cover items should confirm to the principles of maximum possible concordance between:

(a) The postage stamp or stamps

(b) The cachet

(c) Postmark

Article 3: Principles of Exhibit Composition

The constituent elements of a First Day Cover should confirm to the following characteristics:

1. The Postage Stamp

The postage stamp/stamps should be postally valid. Stamps violating the "Code of Ethics of the UPU" are not admissible.

2. The Cover

There are no restrictions on the dimensions of any cover. Officially or privately produced covers, including cachets, are all permissible.

3. The Postmark and Time

It is preferred that the pictorial design of the cancellation and the place of cancellation (name of the Post Office) have a direct connection with the subject of the stamp and must have the date of issue of the stamp(s).

4. Classification of the Exhibits

First Day Cover exhibits can be classified by:

(a) Country or group of countries

(b) Speciality or study

(c) Theme

5. The Plan

On the introductory page, the title and the plan should be, in concordance with the material shown (ref. GREV, Article 3.3). The concept, the structure and the development of the exhibit should be clearly stated.

Article 4: Criteria for Evaluation Exhibits (These criteria refer to GREV, Article 4)

For First Day Cover exhibits, special significance is given to the philatelic and related knowledge and the maximum possible concordance.

Article 5: Judging of Exhibits

1. First Day Cover exhibits should be judged in their respective field and in accordance with Sec. V (Article 31-47) of GREX (ref. GREV, Article 5.1)

2. Until special Jurys have been accredited, Jury Members shall be approved and appointed by the Australian Philatelic Federation.

3. For First Day Cover exhibits, the following relative terms are presented to lead the Jury to a balanced evaluation (ref. GREV, Article 5.2).
