This parcel front contained books and was posted by a State Department dispatch agent in New York City on 25 October, 1882. The parcel label is franked by the Chief Clerk, Levellon A. Brown, to indicate no written matter included. The weight of 11.25 pounds at the international printed matter rate of 2¢ per half ounce required a total of $7.20, the fee was paid with one $2.00 value, seventeen 30¢ values and one 10¢ value. |

The penalty handstamp was not recognized by foreign governments. By U.P.U. regulation, official stamps were not valid for international mail after 1 April, 1879. The 30¢ strip of four is the largest known used multiple for this value. The 10¢ value has short transfer in the upper left. This gem is found in Bob's exhibit "U.S. Officials". |
